1. Project background
Ningguo Long Day Chemical Co., Ltd is located in the industrial concentration area of Wangxi Office, Ningguo City, Anhui Province, is a private enterprise wholly-owned by Anhui Shengli Agrochemical Co., Ltd., covering an area of 173 acres, with 120 employees, 12 technical personnel, and fixed assets of 76.42 million yuan. In 2012, it passed the safety standardization level 2 standard enterprise and ISO9001:2008 quality system certification.
The diester phosphate project has been in a state of suspension since its construction until June 2015, after two technical transformations and the start of commissioning in July 2016, the annual environmental protection acceptance monitoring of the completion of the project was carried out in 2016, and the particulate matter emission in the boiler flue gas was detected and the production was stopped for transformation. After the completion of the renovation in July 2017, the Ningguo Environmental Monitoring Station was entrusted to compile and complete the annual output of Ningguo Long Day Chemical Co., Ltd 1500 According to relevant regulations, Ningguo Long Day Chemical Co., Ltd organized and held the environmental protection acceptance meeting for the completion of the project on March 21, 2018.
2. Implementation of project environmental protection procedures

In accordance with the "Regulations on the Management of Environmental Protection of Construction Projects", "Interim Measures for the Acceptance of Environmental Protection after Completion of Construction Projects" and other relevant regulations, Ningguo Long Day Chemical Co., Ltd specially invited 3 experts and representatives of project environmental assessment, design, construction, supervision, monitoring and other units to organize and set up an acceptance working group on March 21, 2018, conducted on-site inspection and data access, and presided over the meeting "Ningguo Long Day Chemical Co., Ltd annual output of 1500 tons of phosphodiester project" completed the environmental protection acceptance meeting.
3. Environmental protection acceptance monitoring after project completion
In July 2016, the Ningguo Environmental Monitoring Station carried out the completion of environmental protection acceptance monitoring for the project. On October 12-13, 2016, the Ningguo monitoring station carried out on-site monitoring work, and the monitoring results showed that the boiler exhaust gas of the project was substandard discharge, so our company rectified the boiler exhaust gas emission, installed a new bag dust removal facility, and then passed 30 after the water film dust removal facility Meter-high exhaust cylinder emissions. On July 13, 2017, Ningguo Station retested the furnace exhaust gas. In July 2017, the Ningguo Environmental Monitoring Station completed the compilation of "Ningguo Long Day Chemical Co., Ltd with an annual output of 1,500 units Environmental Protection Acceptance Monitoring Report on the Completion of Ton Diester Phosphate Project [2017] No. 017. According to the monitoring report:
(1) Production conditions
During the monitoring period, the company's production was normal, the production load was 85-88.4%, which met the requirements of environmental protection acceptance monitoring, and the pollution control facilities were operating normally, meeting the monitoring and acceptance conditions, and the monitoring results were representative.
(2) Exhaust gas
Ningguo Long Day Chemical Co., Ltd has an annual output of 1500 tons of phosphodiester phosphate project, and the hydrogen chloride emission concentration in the exhaust gas of hydrogen chloride preparation is 1.03mg/m3~1.26 mg/m3; The chlorine emission concentration ranged from 1.36 mg/m3~1.57 mg/m。 The emission concentration of hydrogen chloride in the exhaust gas of hydrogen chloride recovery after acid hydrolysis process ranged from 1.14mg/m3~1.35mg/m3. The chlorine emission concentration ranged from 1.22 mg/m3~1.35 mg/m3。 The exhaust gas emissions meet the emission standard limits in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996), which is considered to be standard emissions.
Ningguo Long Day Chemical Co., Ltd has an annual output of 1500 The boundary concentration range of hydrogen chloride plant in the tonne diester phosphate project is 0.05Lmg/m3~0.10mg/m3, and the maximum concentration is 0.10mg/m3, which meets the monitoring concentration limit of fugitive emissions in Table 2 of the "Comprehensive Emission Standard for Air Pollutants" (GB16297-1996), which is a standard discharge.
(3) Wastewater
The measured items of wastewater discharged from the sewage treatment facilities of Ningguo Long Day Chemical Co., Ltd meet the standard limits in the "Comprehensive Sewage Discharge Standard" (GB8978-2008) stipulated by the state. According to the analysis of import and export pollutant concentrations, the wastewater treatment facilities have good treatment effects and meet the requirements of standard discharge.
(4) Noise
The environmental noise emissions at the plant boundary of Ningguo Long Day Chemical Co., Ltd meet the Class 2 standards in the "Environmental Noise Emission Standard for Industrial Enterprises" (GB12348-2008), which is a standard emission.
(5) Total emissions
According to the water balance analysis of the project, if the wastewater discharged from the sewage treatment station is 10.5t/d and the annual wastewater discharge is 3,500 tons, the total chemical oxygen demand discharge is 0.105t/a, which meets the total control requirements.
4. Acceptance opinions
(1) Basic situation of project construction
This project is located in the factory area of Ningguo Long Day Chemical Co., Ltd, located in the industrial concentration area of Wangxi Office in Ningguo City.
The actual construction content of the project includes a 1500t/a phosphate diester production unit, water supply and drainage system, finished product warehouse, raw material warehouse, etc.
The project design unit Jiangsu Tianchen Chemical Design Institute Co., Ltd., the construction unit is Ningguo Southeast Industrial Construction Co., Ltd., and the construction supervision unit is Anhui Zhenhua Construction Supervision Consulting Co., Ltd., the project started construction in April 2008, and the main project was basically completed in November 2008.
The scope of this acceptance includes a 1500t/a phosphate diester production line and supporting auxiliary facilities.
(2) Project changes
According to the environmental impact report, change report, and change description of the project, the main changes in the actual construction content of the project are:
In the EIA approval, the coal-fired boiler adopts water film dust removal, and the actual boiler dust removal adopts cloth bag dust removal + water film dust removal; The process exhaust gas in the EIA approval adopts three-stage water spray treatment, and the actual process exhaust gas adopts three-stage water falling film absorption + lye absorption and is discharged through the exhaust cylinder. In addition, in the EIA approval, hydrochloric acid, ethylene oxide, phosphorus trichloride storage tank and phosphorus trichloride intermediate storage tank have unorganized emissions of respiratory gas, and the actual storage tank and intermediate storage tank breathing gas are absorbed and emitted through organized absorption.
(3) Implementation of environmental protection facilities
1. Organized exhaust gas:
Process exhaust gas: The organized exhaust gas emitted during the production of diester phosphate is mainly a small amount of dichloroethane, chlorine and hydrogen chloride gas escaping after condensation by a low-temperature brine condenser. The exhaust gas is discharged through the 25m exhaust cylinder after the absorption of the falling membrane water of the three-stage tower + the alkali absorption of the spherical packing tower, and the work of raising the exhaust cylinder is currently under construction (according to expert opinions to rectify the 15-meter-high exhaust cylinder to 25 meters), and it is expected to complete the requirements of the process exhaust exhaust cylinder of 25 meters (and 5 meters higher than the building within 200 meters) around April 26;
Boiler exhaust gas: The steam required by the project is supplied by a 4t/h coal-fired boiler, and the boiler exhaust gas is discharged from a 35-meter-high chimney after dust removal by bag dust removal + water film dust removal.
2. Unorganized exhaust gas
The liquid material feeding of the project is powered by chemical pumps, and the materials are piped through the pipeline in various equipment Ningguo Long Day Chemical Co., Ltd has an annual output of 1500 The transmission between the completion of the environmental protection acceptance of the tonne phosphate project, the acid hydrolysis reaction process is in a state of negative pressure, and there is basically no fugitive discharge in the entire feeding process. The esterification, rearrangement and chlorination reaction device has good sealing, and the gas in the discharge pipe is discharged without condensation after condensation by the condenser.
For the collection and treatment of dichloroethane non-condensing gas, combined with VOCs treatment, according to the requirements of the Ningguo Environmental Protection Bureau, the VOCs of the existing device should be remediated in October; Our company is currently negotiating with relevant environmental protection equipment production units to formulate a detailed treatment plan, and plans to complete the treatment of dichloroethane non-condensing gas at the end of July.
3. Noise
The noise of the project mainly comes from the mechanical noise generated by chillers, vacuum units and various pumps, and measures such as basic shock absorption and closed plant are used to reduce sound and noise.
4. Solid waste
The solid waste generated by the project mainly includes hazardous wastes such as waste packaging containers, materials and sewage treatment station sludge, as well as general solid waste such as boiler slag and domestic waste.
(4) The commissioning effect of environmental protection facilities
During the preparation of hydrogen chloride, the excess chlorine and hydrogen chloride enter the hydrochloric acid absorption system, are absorbed by the water of the three-stage falling tower, and then pass through 10% NaOH After solution absorption treatment, it meets the requirements of Table 2 of the GB16297-1996 "Comprehensive Emission Standard for Air Pollutants".
The exhaust gas of the boiler of the project is dusted by water film by 30 The meter-high chimney discharge, sulfur dioxide and soot treatment efficiency are 80% and 99.5%, respectively. On July 13, 2017, the monitoring data of the Ningguo monitoring station showed that the exhaust gas of our company's boiler was discharged through the 35-meter-high exhaust cylinder after passing through the bag dust removal facility + water film dust removal facility, and then met Table 1 of the "Boiler Air Pollutant Emission Standard (GB13271-2014)" The standard limit of medium coal-fired boilers is the standard emission.
The monitoring data of Ningguo City Monitoring Station shows that our company's unorganized exhaust gas emissions meet Table 2 of the "Comprehensive Emission Standard for Air Pollutants" (GB16297-1996). The monitoring concentration limit of unorganized emissions in the middle is the standard discharge.
Through the monitoring of the outlet of sewage treatment facilities, pH, CODcr, NH3-N, SS, TP, BOD5 and other items meet the standard limit requirements in the "Comprehensive Sewage Discharge Standard" (GB8978-2008).
Through the monitoring of our company's factory boundary noise, it can be seen that the noise emission meets the Class 2 standards in the "Industrial Enterprise Factory Boundary Environmental Noise Emission Standard" (GB12348-2008), which is the standard emission.
(5) Acceptance conclusion
Ningguo Long Day Chemical Co., Ltd has an annual output of 1500 The environmental protection review and approval procedures of the ton of diester phosphate project are basically complete, and the change report and change description have been prepared for the project changes, which have been recognized by the environmental protection administrative department. During the construction of the project, pollution prevention and ecological protection measures were basically implemented in accordance with the requirements of environmental impact assessment and approval, and the main pollutants were discharged up to the standard.

1. Further improve the company's environmental management level, strengthen the daily maintenance and management of various environmental protection facilities, and ensure the long-term stable discharge of pollutants.
2. Implement the environmental monitoring plan, carry out pollution source and environmental quality monitoring work on schedule, and actively disclose the environmental information related to the project to the public.
5. Other matters that need to be explained

(construction unit), Anhui Zhenhua Construction Supervision Consulting Co., Ltd. (construction supervision unit) and other units, a total of 14 representatives and experts, and the meeting invited 3 experts and a total of 11 members of relevant units to form an acceptance working group. In response to the opinions put forward by experts, Ningguo Long Day Chemical Co., Ltd carried out rectification, and the rectification situation is as follows:
1. The existing coal-fired boilers shall implement fuel adjustment in a timely manner according to the requirements of the park planning and environmental impact assessment and review opinions.
According to the Xuancheng Environmental Protection Bureau's "Letter on the Review Opinions of the Environmental Impact Report of Anhui Shengli Jiutian Chemical Concentration Area Planning", the implementation of air pollution prevention and control measures, the elimination of existing coal-fired boilers, the construction of new biomass boilers, and the timely use of natural gas as heating fuel when the conditions for the use of natural gas are available in the concentration area. Our company is now preparing to eliminate the existing boiler, and is now negotiating a new molded biomass boiler and has signed a contract.
2. After the project process exhaust gas hydrogen chloride and chlorine gas are treated, they should be discharged through the 25-meter exhaust cylinder, and the collection and treatment of dichloroethane non-condensing gas should be improved in combination with the new environmental protection requirements.
According to expert opinions, the current exhaust cylinder height is under construction, and it is expected to complete the rectification requirements of raising the process exhaust exhaust cylinder from 15 meters to 25 meters (and 5 meters higher than the building within 200 meters) around April 26; The collection and treatment of dichloroethane non-condensing gas, combined with VOCs treatment, according to the requirements of the Ningguo Environmental Protection Bureau, the VOCs of the existing device should be remediated in October; Our company is currently negotiating with relevant environmental protection equipment production units to formulate a detailed treatment plan, and plans to complete the treatment of dichloroethane non-condensing gas at the end of July.
3. Improve regional anti-seepage measures such as water-related facilities, raw material warehouses (tank farms), and hazardous waste warehouses.
The anti-seepage measures in the raw material warehouse (tank farm), hazardous waste warehouse and other areas have been completed, and the anti-seepage measures for the emergency pool are currently under construction and are expected to be completed around April 30.
4. Carry out daily monitoring of enterprises in accordance with the requirements of pollutant discharge permits.
The daily monitoring of pollutant discharge permits has been carried out one after another, and online automatic wastewater monitoring COD, ammonia nitrogen, and flow detectors have been installed. Exhaust gas and wastewater have been entrusted to a third party for daily testing.
